overview! Prompted by the examples that he provides, I would like to  
pose a few questions to the group:

Question 1:

(English) If current IPR makes access to learning materials  
increasingly difficult -- what could be done about it?

(Français) Si les régimes actuels des DPI rendent l'accès au matériel  
didactique de plus en plus difficile -- que faire ?



Question 2:

(English) If social and economic development are tied to capacity  
building, which relies on access to learning materials, what does the  
current IPR system mean for Africa?

(Français) Si le développement socio-économique est lié au  
renforcement de capacités, basé sur l'accès aux matériels éducatifs,  
que signifie le régime actuel des DPI pour l'Afrique ?
