En effet Monsieur Zongo la tache est complexe.
Mais je pense que le plus important pour nous c'est de contacter l'UEMOA et la CEDEAO(la Francophonie et l'OHADA ont rejoint le processus) que une directive sur les droit de proriété intelectuelle relativement à la société de l'information soit retenue au menu des chantiers législatifs en pahse d'adoption par les hautes instance de ces organisations. Les reste serait une question de transposition par les diferents etats et les meilleurs pratiques et demarches feront tache d'huile.
Pour la demarche nigérien que l'honneur de conduiire nous somme en conceratuion avec toutes structure concernées par la question: Ministere du commerce bureau nigérien des droit d'auteurs, association de developpeurs de logicliels, cellule nationale du suivi des accords de OMC, Association des musiciens, compositeurs et inerpretes, association et ONG de rpomotion des TIC.....

Bonne idée , mais encore faut-il que ces deux organisations disposent des structures d'accueil pour ce genre de proposition; Un point d'entrée serait peut-être WATRA (ARTA0) l'association des régulateurs de télécommunication de l'Afrique de l'Ouest ou la sous composante de l'UEMOA. Tous les pays ayant probablement ratifié la convention de l'OMPI, et étant memebres de l'OAPI les choses devraient pouvoir se faire car il faudrait nécessairement impliquer les structures nationales en charge de la PI et qui ne sont pas toujours très au fait des questions de régulation des TIC.
Vous voyez donc qu'il s'agit d'une tâche complexe mais le jeu en vaut la chandelle.

Aussi je propose que les conclusions de notre

qui ont des projets d'harmonisation des textes à en
matiere des tic.
Une prposition de Directive sur le droits de propriété
intellectuelle dans la société de l'information serait
une des pistes à envisager dans ce cadre pour repondre
à nos préoccupations.
