[ipr-ict] a reaction



Hi every one,
I have read Falou Sam's contribution and I find it quite interesting. Yet I think that we should not always blame our weaknesses on the fact that our countries are small lilliputs. I think we now need to go beyond this line of reaning because Mr Falou Sam who is working in Geneva, if my understanding is right, knows well that the country of which Geneva is a capital city is smaller than many a country on the continent; yet it is among the richest countries of the world. Most of the Asian tiggers are small countries and some of them cannot compete with say Nigeria in terms of natural resources for instance, yet they give the powers of the globe incredible headache .
I truly believe that the problems of  Africa find roots in the African.
Well I do agree that we should be talking of access information but informtaion for what. Most of the information available is produced by the others and maily serve their interests.
Happily enough some experiences on the continent, in countries like Senegal and even Benin offer windows of hope as to the future of Africa in this information age. And I beleive like Mr Sam that political will is a major element for progress. Many walls have gone tumbling down the world over following the Berlin wall. But on our continent new bricks are laid daily on some old walls thus Francophone and Anglophone Africa still cross each other on the international scene as adversaries.
I would like to conclude by saying that whatever weight external influences may have on each country today, no country will develop if the will to do so does not come from the bottom of its own  acting forces. No country will develop because the region develops but the region will develop because every country develops.
