Ce débat qui durera un peu moins de cinq semaines nous permettra  
d'examiner les principaux enjeux des droits de la propriété  
intellectuelle pour l'Afrique dans l'ère numérique. Nous aurons à  
traiter divers aspects de cette problématique (économiques, sociaux,  
etc.) et espérons que vous pourrez y contribuer en apportant vos  
différentes expertises et expériences.

Nous remercions tous les experts ayant accepté d'apporter leurs  
contributions en introduisant certaines thématiques.

Quelques lignes directrices :
- il est demandé à chaque participant(e) de se présenter avant de  
faire sa première contribution
- chaque semaine sera coordonnée par un coordonnateur général, qui  
introduira le sujet en discussion, et, le cas échéant, présentera les  
experts devant faire des contributions specifiques.
- Afin d’encourager la collaboration régionale et l’échange  
d’expériences au-delà des espaces linguistiques, les débats auront  
lieu simultanément en français et an anglais. Une traduction sera  
assurée :
* traduction ou synthèse des messages clés une fois par jour.
* des liens vers des outils de traduction automatique sont fournis  
(http://www.cipaco.org/article.php3?id_article=306)
afin de faciliter l’intercompréhension et pour inciter les  
participants qui le peuvent à envoyer leurs contributions dans les  
deux langues.

Welcome to the IPR-ICT discussion list!

During the next 4 1/2 weeks we will cover a broad field of issues  
around intellectual property rights and their relevance for Africa in
the context of information and communication technology. The  
discussion will include legal, economic, and social aspects -- and we  
hope that you will contribute many different perspectives and positions.

We would also like to thank the individuals who will introduce many  
of the sub-topics. They include some of the world's leading experts  
in their fields and we are excited about their contribution.

A few guidelines for the discussion:
* We kindly ask each participant to introduce her/himself.
* Each week will be facilitated by a general moderator, who will  
provide an outline of the discussion for that week and introduce the  
experts that are providing input for sub-topics. Please direct your  
general question that are not part of the discussion to the general  
moderator.
* To encourage collaboration and exchange across language and  
regional boundaries in Africa, the discussion will be conducted in  
French and English simultaneously. If possible, please post your  
messages in both languages (tools that can help with automatic  
translation can be found here http://www.cipaco.org/article.php3? 
id_article=306&lang=en). In addition we will translate key messages  
(on a daily basis) or provide daily translated summaries.
